IDs for Illegals The ‘Matricula Consular’ Advances Mexico’s Immigration Agenda

In the wake of the 9/11 terrorist attacks, a migration deal with Mexico was tabled while attention turned to homeland security. So the Mexican government abruptly changed its White House strategy and substituted a grass-roots approach that would focus at the local level, seek small successes, and build momentum for congressional action. The linchpin for this new strategy was to be the “matricula consular,” an official identity card issued by the Mexican government, which it wanted to be officially recognized within the United States.
This Backgrounder is the first detailed examination of the matricula issue. Among the findings:
* The matricula consular is useful in the United States only for illegal aliens, since legal immigrants, by definition, have U.S. government-issued documents.
* The Mexican government has launched an aggressive grassroots lobbying campaign to win acceptance for its matricula card from state and local jurisdictions and from banks, especially in areas where Mexican illegal aliens are concentrated.
* The objective of this lobbying effort is to achieve quasi-legal status for Mexican illegals in the United States without waiting for action from Washington.
* The matricula itself, however, is useful to illegal aliens only insofar as U.S. institutions are willing to collaborate with Mexico’s efforts to circumvent U.S. immigration law.
* While many jurisdictions have resisted pressure from the Mexican government, others have not; the matricula is now accepted by 800 local law enforcement agencies and 74 banks, as well as by 13 states for purposes of obtaining a driver’s license.
* Not only does the matricula subvert U.S. immigration law, it is not even a secure identity document. Mexico is not authenticating the documents used to obtain the matricula against computerized data files in Mexico.
* Safeguards are not in place to prevent multiple issuance of matriculas to the same individual; in fact, the INS has already reported finding multiple cards in different names issued to the same person.
* The matricula is becoming a shield that hides criminal activity for two reasons: first, the holder’s identity was not verified when the card was issued, and second, police in jurisdictions that accept the matricula are less likely to run background checks on card holders picked up for minor infractions.
* The U.S. Treasury Department has given its approval to banks to accept the matricula for opening bank accounts.
* The acceptance of Mexico’s matricula consular sets a precedent, making it almost impossible to reject similar cards presented by illegal aliens from other countries, including those which have sent terrorists to the United States in the past.
Early in September 2001, the Mexican government had every expectation that it would soon achieve its principal foreign policy goal — a comprehensive migration agreement with the United States that would create new guest worker programs, exempt Mexico from visa limits, and “regularize” the immigration status of the estimated three to five million Mexicans already living in the United States illegally.
After 9/11, public and congressional opposition in the United States to an illegal-alien amnesty hardened and made such a deal impossible. In its place, Mexico sought piecemeal changes, centered on gaining acceptance in the United States for the “matricula consular.” But Mexico’s new approach has become a direct challenge to U.S. sovereignty — by aggressively lobbying state and local governments, Mexico is changing America’s de facto immigration policy in lieu of congressional action. And it has been doing so while the U.S. government watched — or even gave its tacit consent.
Rebirth of the Matricula
The issue of secure identification became a national concern in the United States after it was discovered that all 19 9/11 hijackers had valid or fake Social Security numbers and 18 of the 19 had authentic or phony driver’s licenses or motor vehicle ID cards. There was a public outcry and steps were taken to tighten the eligibility requirements for both Social Security cards and driver’s licenses. It has became common operating procedure for ID to be required in order to enter certain buildings, gain access to secure areas at airports, and attend high-profile public activities, like New Year’s Eve in Times Square. Life became even more difficult for the undocumented, the majority of whom are Mexicans.
Wanting to ensure that its nationals could illegally remain in the United States with as little hassle as possible, the Fox government turned its attention to providing them with Mexican identification that would be accepted by U.S. authorities.
Simply providing passports was not a viable option. The United States requires Mexican citizens to obtain a visa before entering the country, a nicety ignored by people who cross our borders without permission. Possession of a Mexican passport without a visa would only highlight their illegal status.

Of its 1,977 students last school year, 45 percent qualified as English learners. More than 90 percent qualified for free or reduced-price lunches.
The newcomer population means families shift quickly, following jobs or fleeing immigration raids. The school has a 57 percent transience rate, compared to a 38 percent average across district high schools.”

Mr. D. A. King, so-called anti-illegal-immigrant activist, and convicted ex-felon, campaigns and rails almost daily in GA against hard-working immigrants to this country who he claims have entered illegally and should be deported, under the guise of the equal application of “the rule of law”. This week he may have committed an illegal act at the Cobb Commission meeting on Tuesday, August 12, when he displayed publicly, in front of the County Commission, other officials, and citizens, including Mr. Richard Pellegrino, Director of the Cobb Immigrant Alliance, false Mexican I.D. cards containing his picture and name, which he had enlarged and laminated, and boasted that he fraudulently obtained, apparently through acts of forgery and false claims. Under GA State Code, Section 16-9-4, it is unlawful to knowingly acquire and display false identification, hence, Mr. Pellegrino filed a police report, as a witness to a possible crime, with the Cobb County Sheriff’s Department, which is charged with investigating allegations of forgery and fraud in relation to false I.D. Believing that both international and federal laws may have also been broken, Mr. Pellegrino has already filed a complaint with the Mexican Consulate and is in the process of doing the same with the Dept of Homeland Security.
Mr. Pellegrino stated . “If an individual is going to make a livelihood accusing others of committing illegal acts using outlandish and racist scare tactics to frighten the public into believing that undocumented immigrants are criminals, and claiming that the rule of law should be applied equally to all residents of this state and country, then he is not above the law and should provide an example for others to follow, lest he be labeled an ‘illegal’.”

So, a reporter was trying to reason with an illegal Mexican named Juan on the streets of downtown Houston, Texas USA May 1, 2007 – when illegal aliens were marching in a demand for amnesty…again.
We don’t know if Jerry Gonzalez or Rich Pellegrino were at the event, but we do know they work hard to erncourage illegal aliens to remain in Georgia.
Jim Moore reporting for a Houston TV station:
Jim: Juan, I see that you and thousands of other protesters are marching in the streets to demonstrate for your cause. Exactly what is your cause and what do you expect to accomplish by this protest?
Juan: We want our rights. We will show you how powerful we are. We will bring Houston to its knees!
Jim: What rights?
Juan: Our right to live here…legally. Our right to get all the benefits you get.
Jim: When did you come to the United States?
Juan: Six years ago. I crossed over the border at night with seven other friends.
Jim: Why did you come?
Juan: For work. I can earn as much in a month as I could in a year in Mexico . Besides, I get free health care, our Mexican children can go to school free, if I lose my job, I will get welfare, and someday I will have the Social Security .. nothing like that in Mexico !
Jim: Did you feel badly about breaking our immigration laws when you came?
Juan: No! Why should I feel bad? I have a right to be here. I have a right to amnesty. I paid lots of money for my Social Security and Green Cards.
Jim: How did you acquire those documents?
Juan: From a guy in Dallas. He charged me a lot of money too.
Jim: Did you know that those documents were forged?
Juan: It is of no matter. I have a right to be here and work.
Jim: What is the ‘right’ you speak of?
Juan: The right of all aliens. It is found in your Constitution. Read it!
Jim: I have read it, but I do not remember it saying anything about rights for aliens.
Juan: It is in that part where it says that all men have alien rights, like the right to pursue happiness. I wasn’t happy in Mexico, so I came here.
Jim: I think you are referring to the Declaration of Independence and that document speaks to unalienable rights not alien rights.
Juan: Whatever.
Jim: Since you are demanding to become an American citizen, why then are you carrying a Mexican Flag?
Juan: Because I am Mexican.
Jim: But you said you want to be given amnesty … to become a U.S. Citizen.
Juan: No. This is not what we want. This is our country, a part of Mexico that you gringos stole from us. We want it returned to its rightful owner.
Jim: Juan, you are standing in Texas . After winning the war with Mexico, Texas became a Republic, and later Texans voted to join the USA. It was not stolen from Mexico.
Juan: That is a gringo lie. Texas was stolen. So were California, New Mexico and Arizona. It is just like all the other stuff you gringos steal, like oil and babies. You are a country of thieves.
Jim: Babies? You think we steal babies?
Juan: Sure. Like from Korea and Vietnam and China. I see them all over the place. You let all these foreigners in, but try to keep us Mexicans out. How is this fair?
Jim: So, you really don’t want to become an American citizen then?
Juan: I just want my rights! Everyone has a right to live, work, and speak their native language wherever and whenever they please. That’s another thing we demand. All signs and official documents should be in Spanish. Teachers must teach in Spanish. Soon, more people here in Houston will speak Spanish than English. It is our right!
Jim: If I were to cross over the border into Mexico without proper documentation, what rights would I have there?
Juan: None. You would probably go to jail, but that’s different.
Jim: How is it different? You said everyone has the right to live wherever they please.
Juan: You gringos are a bunch of land grabbing thieves. Now you want Mexico too? Mexico has its rights. You gringos have no rights in Mexico. Why would you want to go there anyway? There is no free medical service, schools, or welfare there for foreigners such as you. You cannot even own land in my country. Stay in the country of your birth.
Jim: I can see that there is no way that we can agree on this issue. Thank you for your comments.

We need polite well-dressed people with a professional attitude to quietly attend – you cannot go unless you RSVP to these people and arrange for attendance. If you can, consider taking take an audio recording device. When you send your RSVP, you will get back an e-mail asking your name and organization or business and number in your party – send an honest reply and take a friend. I have replied and am planning on attending – but they may not let me in. We need twenty – thirty people to attend this meeting for a variety of reasons.
I cannot tell you how important this is, please try to take a day from your lives and go to this event!
The open borders crowd reads our alerts and will be warning the hosts of our attendance, but they will have no way of knowing who is on their side and who isn’t if it is played smartly and quietly at the event. PLEASE BE POLITE AND UN-OBTRUSIVE!
