Why have a border?<br \/>\n<a href=\"http:\/\/phoenix.bizjournals.com\/phoenix\/stories\/2006\/02\/13\/daily43.html\"><br \/>\nFrom the Pheonix Arizona Business Journal:<\/a><\/p>\n<blockquote><p>Gov.
