\nTo be clear: the resolution\/attempt to change senate rules – including eliminating the “RISE STAND AND BE COUNTED” UNRECORDED VOTE – can be done anytime, not just every two years at the beginning of the biennial General Assembly. Correct?<\/p>\n
\n– It would NOT require a machine roll call vote, so it could be voted on by hand. A Senator can move for a recorded vote, though.
\n– Changes to the Rules will be referred to the Committee on Rules. If the Committee on Rules does not report it out within two legislative days it will be automatically discharged from the committee and put before the senate for a vote (which, again, could be a hand vote or a roll call).<\/p>\n
