In doing so, that governing body has made it clear they are aware of the fact that ineligible aliens are not only admitted, but are welcomed into the Georgia university system and are presently attending classes. <\/p>\n<p>Further, the policy set forth by the BOR knowingly awards and allows instate tuition rates to illegal aliens who illegally reside in Georgia, while denying that same <a href=\"http:\/\/www.ajc.com\/news\/for-some-georgia-tuition-524594.html\">tuition rate<\/a> to U.S. citizens. <\/p>\n<p>It is my contention that the former is a clear violation of <a href=\"http:\/\/www.law.cornell.edu\/uscode\/8\/1611.html\">8 USC 1611<\/a> as well as <a href=\"http:\/\/www.law.cornell.edu\/uscode\/8\/usc_sec_08_00001621----000-.html\">8 USC 1621<\/a>&#8211; \u201cAliens who are not qualified aliens or nonimmigrants ineligible for Federal (&#038; State and local) public benefits\u201d. The BOR is in fearless and defiant disregard of the fact that both of these laws are designed to protect America\u2019s finite \u2013 and shrinking &#8211; public benefits from the ravages of the organized crime of illegal immigration. <\/p>\n<p>The number of eligible and eager citizens and lawful aliens who have been <a href=\"http:\/\/www.admissions.uga.edu\/article\/faq_for_denied_applications.html\">denied admission <\/a>to, or instate tuition rates in, Georgia universities is unknown to me.<\/p>\n<p>I submit that the instate tuition scheme is an easily recognized violation of both the letter, spirit and intent of<a href=\"http:\/\/www.law.cornell.edu\/uscode\/html\/uscode08\/usc_sec_08_00001623----000-.html\"> 8 USC 1623<\/a>, which, as you know, addresses and limits eligibility for preferential treatment of aliens not lawfully present on basis of residence for higher education benefits.<\/p>\n<p>As a proud but concerned U.S. citizen, I am hereby respectfully requesting an investigation and that any resulting case be forwarded to the United States Attorney for the Northern District of Georgia for prosecution. <\/p>\n<p>I am able and quite willing to provide any further information that may assist your investigators in this matter, including copies of official BOR policy and countless examples of public admission in the media of these actions by members of the BOR and their official spokespersons. <\/p>\n<p>I am quite curious to learn if there are groups of persons for whom American laws officially do not apply and who are somehow immune from investigation and prosecution.<\/p>\n<p>As an aid to your investigators, below I include a list of names of the 18 individuals who make up the Board of Regents of the Georgia University System of Georgia and for whom this complaint is intended, as well as officially listed contact addresses.<\/p>\n<p>Chancellor Erroll Davis<br \/>\nOffice of the Chancellor<br \/>\nBoard of Regents of the University System of Georgia<br \/>\nSuite 7025<br \/>\n270 Washington Street, SW<br \/>\nAtlanta, GA 30334 <\/p>\n<p>Members of the Board<br \/>\nKenneth R.
